It depends on the type of stain you're looking at. -Most- stains are a sheer lip tint that actually do stain the lips for several hours, but aren't as pigmented as a lipstick. For the most part stains are meant to give you kind of a sheer look.
As for brow filler... as long as you're not trying to make your browns look super dark, I don't think there's anything wrong with it on a 14 year old.Lip stain and other makeup questions?

As for eyebrow filler, i think its the most underrated beauty tool ever. Most people I know fill in their eyebrows to make them look even, and have been since 14. So i think its perfectly ok
